Last September 13, 2012, the creation of the National Agency for Regulation, Control and Sanitary Surveillance (ARCSA) and the National Institute of Public Health Research (INSPI) were published in the Official Gazette
Both statutory bodies created within the Ministry of Public Health, will have administrative , economic and financial independence and will replace the former National Institute of Hygiene and Tropical Medicine «Dr. Leopoldo Izquieta Perez».
The National Institute of Public Health Research (INSPI) will be the executing agency for research, science, technology and innovation in the area of human health and the National Reference Laboratory of the Public Health Network.
The National Agency for Regulation, Control and Health Surveillance-ARCSA, will be the technical body responsible for the regulation, control and surveillance of the following products: processed foods, food additives, drugs in general, nutraceuticals, biological products, processed natural medicinal products, homeopathic medicines and dental products, medical devices, diagnostic and biochemical reagents, hygienic products, pesticides for domestic and industrial use, manufactured in the country or abroad, for the import, export, marketing, supply and sale, including those received in donation and domestic hygiene and absorbent personal care products related to human use and consumption, as well as the laboratories subject to health surveillance and control ruled by the Health Act and other applicable laws, except those for public and private health services.
